A BILL to amend article two, chapter nine-a of the code of West
Virginia, one thousand nine hundred thirty-one, as amended,
by adding thereto a new section, designated section four,
relating to veterans' affairs; state home for veterans; and
providing for full funding for the operation of the state
homes for veterans to come from the general revenue fund.
Be it enacted by the Legislature of West Virginia:
That article two, chapter nine-a of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section four,
to read as follows:
ARTICLE 2. STATE HOMES FOR VETERANS.
§9A-2-4. Appropriation of funds by Legislature.
Effective the first day of July, one thousand nine hundred
ninety-five, and every year thereafter, the Legislature shall
allocate and appropriate sufficient funds from general revenue to
be expended or disbursed for the purpose of effectuating
veterans' benefits or veterans' programs for the improvement and
renovation of physical facilities, personal care costs and
medical, nursing and dental services. Funding received from
residents living at home known as resident contributions and
federal per diem received for those residents shall be deposited
in the general revenue account in the state treasury when
received.
This section shall not be interpreted in any way as limiting
the collection of funds as provided in section two of this
article.
NOTE: The purpose of this bill is to provide for the annual
allocation and appropriation of funds from general revenue that
are sufficient to operate veterans' homes in this State.
